Ahead - The Need for Fresh Thinking on the WTO
In reply to a question about Pascal Lamy's interest in impact
assessment (IA) he replied that developing countries are still
suspicious of green protectionism. Then he spoke of continuing to
pursue a form of IA through WTO's work on:
trade's impact on climate with UNEP on 26.6.09 --
indeed this turned out to be an embargoed story "WTO signals backing
for border taxes" by Fiona Harvey published by he Financial Times
in London on June 25 (PDF). This
may prove to be the the starting gun for the Border Carbon Adjustment
that has been discussed for years now, one example being a recent paper
by Aaron Cosbey (link to PDF)
the new authoritative UNEP / WTO document, 2009, 200 pages, "Trade and Climate Change" (PDF) co-authored by Ludivine Tamiotti, Robert Teh, Vesile Kulaçoğlu, Anne Olhoff, Benjamin Simmons and Hussein Abaza
trade's impact on employment with the ILO, especially
the informal-sector / trade nexus with the ILO in a
forthcoming statement.
